The Department of Social and Health Services (DSHS), Economic Services Administration (ESA), Division of Child Support (DCS) is seeking to fill a non-permanent Management Analyst 4 position to serve our Tacoma Office.
This position can be stationed in any Division of Child Support (DCS) office statewide.
As a Management Analyst 4, you'll be at the forefront of strategic decision-making within our organization, blending analytical expertise with creative problem-solving.

You will be responsible for producing complex reports and performance management activities that enable DCS to provide child support services for families and communities in an effective and efficient manner.
This job supports DCS in aligning continuous process improvement activities and data with strategic/operational planning, performance measurement and reporting.
The primary responsibilities will be to ensure that a culture of continuous improvement is nurtured in DCS.

Please note :
This position is eligible for a hybrid/telework schedule.
The current expectation would require a minimum of two days per month in office, based on business needs.
In-office work can be completed at any DCS office statewide.

Some of what you'll do:

Manage projects to include working in conjunction with Field Operations.
Provide data analysis and reports that guide strategic decision-making for management.
Actively participate in planning and assisting with coordination and scheduling of Lean and other continuous improvement projects.
Facilitate Lean activities and other continuous improvement activities within DCS.
Engage and collaborate with Policy, Central Services, DCS IT, Field Offices and our agency partners to diagnose, design, implement, and refine interfaces to optimize the exchange of information and data.
Mitigate risk by collaborating with internal and external partners to address any concerns raised by program staff related to DCS activities or interfaces.
Develop and monitor metrics that align with organizational goals, tracking the effectiveness of programs and initiatives.
Identify areas of improvement within DCS where deficiencies could lead to an audit finding.

Who should apply?:

Professionals with a bachelor's degree
• in business administration, public administration, law, public health administration, or a related field AND three years of experience conducting research and analyzing policies, laws, rules or regulations or comparable combination of graduate education and experience.

Professional experience may substitute year for year for education.

Additional knowledge, skills and abilities we are looking for:

Four years of experience as a Washington State Support Enforcement Officer; advanced competency in the Washington State Support Enforcement Management System (SEMS).
Commanding knowledge of Title IV-D Child Support work processes and procedures including federal and state laws, federal and state regulations, and child support program policy and procedures.
Experience in developing training materials and curriculum development.
Demonstrate ability to make sound, independent decisions; ability to interact well with a variety of people and deal with sensitive issues within a political environment.
Strong Analytical Skills:
Demonstrated critical and applied quantitative and qualitative statistical analytical skills.
Able to break down, sort and synthesize information, identify key messages and central themes, form accurate conclusions about the meaning of the information, display through clear charts and graphics, and develop appropriate action steps and recommendations.
Customer and Stakeholder Focus:
Build and maintain internal and external customer satisfaction with the services offered by the Division.
Project Management:
Demonstrate the ability to create, establish, monitor and measure work plans to advance work in key areas, and the ability to work with others to enhance and enable work plan implementation.
Advanced competency in Microsoft Word, Excel, Visio and PowerPoint.
