The Air Force Civilian Service (AFCS) is looking for a Term, Full-Time, Interdisciplinary position classified as a Community Planner/General Engineer (Enterprise Planning Analyst), GS-0020-0801-13 to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Air Force Civil Engineer Center (AFCEC), Installations Directorate (CI), Comprehensive Planning Division (CIP), Regional Planning Branch (CIPR) at Joint Base San Antonio-Lackland, TX.

This position has a typical 2024 salary range of $104,887 - $136,357 (includes locality).Qualifications/Requirements:
The primary purpose of this position is to serve as a program manager for climate resilience planning.
The position supports the execution of Installation Climate Resilience Plans (ICRPs) and development of program guidance, products, processes, and training.
Work in this program area supports and informs Comprehensive Planning programs and the centralized investment strategy for Department of the Air Force built and natural infrastructure.
Develops standard planning products (methodology and tools) and provides support to installations, MAJCOMs, and AFIMSC on installation complex planning to determine the highest and best use of an installation's built and natural assets.
Collects data and evaluates factors which affect Air Force Civil Engineer Built Infrastructure Programs.
Qualifications include:
• U.S.
Citizenship.
• Must be able to obtain and maintain a Secret security clearance.
• May require employee to periodically travel away from the normal duty station.
• Must be willing and able to travel on military and commercial aircraft.
• May be required to work other than normal hours, which may include evenings, weekends, or holidays.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
• Professional knowledge of principles, concepts and techniques of all community planning activities and civil engineering missions, policies, and objectives.
Professional knowledge of engineering and/or planning principles, methods, and Air Force investment processes for the developmental of an installation and public complex.
Through knowledge of Air Force Encroachment Management (AFEM), Air Installation Compatibility Use Zone (AICUZ) and Noise Programs.
• Skill in evaluating state-of-the art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation building development and natural infrastructure.
Skill in defining project requirements and managing projects to completion within the contract schedule, budget, and scope.
OTHER REQUIREMENTS/SIGNIFICANT FACTS:
• For Community Planning (0020):
Degree:
Community Planning; or related field such as Urban Affairs, Architecture, Landscape Architecture, Engineering, Sociology, Geography, Economics, Political Science, or Public Administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
• OR- Combination of Education and Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
• For General Engineer (0801):
Engineering.
To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
