The Sheriff's Office provides public safety at all times and therefore every position is deemed essential. All positions are in-person and not eligible for remote work. Every position is also subject to recall based on the needs of the Office to keep the community safe. This position has an anticipated work schedule of Monday - Friday, 8:00am - 4:30pm, subject to change. Under FLSA guidelines, this position is non-exempt.

Serves as the Human Resources Specialist for the El Paso County Sheriff's Office (EPSO); acts as the main point of contact for human resources inquiries and issues. Coordinates and facilitates a variety of human resources-related functions, including the recruitment, onboarding, and offboarding processes for the Sheriff's Office. Processes and routes employee personnel changes.
Essential Duties/Responsibilities

• Performs complex and confidential administrative support for HR-related matters, including developing and disseminating special correspondence, memorandums, and other documents.
• Responsible for serving as the main HR point of contact for Sheriff's Office personnel and the public. Responds to inquiries regarding employment opportunities and verification of employment. Communicates information to employees and the public, providing accurate information in a timely manner.
• Coordinates the recruitment process by developing accurate and effective recruitment strategies to better attract, support, and maintain staff, including the creation of internal and external job postings and notification of open positions.
• Leads the recruitment and hiring process for the Sheriff's Office by scheduling interviews, confirming interviews with applicants and hiring managers, preparing offer letters, conducting new hire orientation, and preparing employee records.
• Schedules necessary appointments for the recruitment and hiring process, including testing procedures and fingerprinting appointment(s).
• Assists the Backgrounds Unit with scheduling written tests, truth verification examinations, background investigations, and psychological examinations.
• Facilitates the onboarding and offboarding process and ensures timely completion and routing of necessary paperwork.
• Processes identification cards for Sheriff's Office employees, volunteers, contractors, and outside agencies.
• Coordinates with Finance, County IT, Employee Benefits, and Payroll Divisions on numerous matters.
• Prepares Payroll Change Request (PCR) forms for personnel actions and payroll changes, such as onboarding, offboarding, pay changes, promotions, and transfers. ; resolves any discrepancies. Maintains databases for new hires, promotions, personnel action, disciplinary actions, and terminations.
• Updates and maintains employee personnel files, ensuring accurate recordkeeping and adherence to policies and procedures.
• Maintains statistical data on the personnel information, such as authorization and organizational charts for salaries and staff, ensuring the accuracy of all authorized and assigned personnel. Compiles data; produces and disseminates reports, surveys, charts, and spreadsheets. Prepares data, documentation, and other personnel data as requested.
• Manages all employee timecard information and ensures accurate time reporting and timely approvals.
• Assists with special projects and participates in workgroups and committees as requested.
• Provides administrative support to EPSO staff as needed.
• Performs other duties as required.

• Knowledge of Federal, State, and Local policies, laws, and regulations. Ability to interpret and apply Federal, State, and local policies, laws, and regulations.
• Knowledge of related HR processes, personnel practices and procedures, and recordkeeping systems.
• Must be honest, truthful, trustworthy, and possess a high degree of personal integrity with the ability to maintain strict confidentiality.
• Must be customer service oriented and possess a high level of organizational skills and initiative.
• Must possess a strong attention to detail with the ability to determine appropriate workflow and complete tasks within required deadlines.
• Ability to coordinate and prioritize multiple projects using professional judgment with minimal supervision.
• Ability to deal effectively with pressure and ambiguity.
• Ability to communicate effectively, both verbally and in writing.
• Ability to establish and maintain effective working relationships with employees, County staff, elected officials, and the public.

• Ability to work independently within minimal supervision and in a team environment.
• Ability to operate a variety of standard office equipment. Must be proficient with Microsoft Suite.
• Maintain regular and punctual attendance.

• High school diploma or equivalent education.
• Three years of Human Resources experience.
  • Associate's degree in a related field may substitute for two years of the required experience.
  • Bachelor's degree in a related field may substitute for three years of the required experience.

• Associate's degree or higher in any major.
• Experience in a law enforcement setting.

• Must possess and maintain a valid driver's license.
• Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.

• Must pass conditional post offer background investigation, truth verification examination, motor vehicle record check, and drug screen.
