PRIMARY DUTIES & RESPONSIBILITIESHiring salary for this position is $97,750. 80 - $122,188. 50 annually.

Under the direction of the Deputy Director of Human Resources, the Manager of Talent Acquisition Specialist will provide direction and supervision of they city's recruitment and employment functions to assist in fulfilling hiring needs across the organization. This position provides the highest levels of customer service by fostering positive relationships with internal and external customers and city leadership. They will bring exceptional analytical problem-solving skills, with ability to draw conclusions, extract themes and trends and propose recommendations.

PRIMARY DUTIES & RESPONSIBILITIES

Supervises and coordinates the city's recruitment, selection and employment program for Career Service and executive positions including administration and compliance with city employment policies and procedures and with state and federal employment laws
Coordinates with city departments in planning and implementing recruitment strategies
Develops and executes recruitment strategies, i. e. internships, community outreach, sourcing
Takes primary administration role in the Applicant Tracking System ensuring site is easy to navigate, highlights city employment offerings, complies with posting regulations and pulling recruitment data analytics
Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating and disciplining of assigned employees
Evaluate and manage relationships with vendors, consultants, and third-party administrators to ensure efficient recruitment practices.
Leads the new employee orientation program ensuring efficient onboarding processes
Oversees the separation process with employees leaving employment; collecting exit interviews and providing concerning reports or trends to management as appropriate
Partners with Human Resources management and functional areas to stay abreast of plans that impact recruitment processes (i. e. Benefits, Compensation, Learning & Development, etc)
Participates in developing operational priorities, goals and objectives as they relate to recruiting.
Coordinates and oversees complex special projects.
Provides guidance and assistance to team and city on interviewing and selection techniques and procedures
Provides leadership, coaching, and/or mentoring to colleagues in division
Performs other related duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Bachelor's Degree in Human Resources, Business/Public Administration or related field.

Experience:

At least 5 years in human resources with formal experience recruiting and onboarding.
Two years supervisory experience preferred

Knowledge:

Knowledge of human resource processes and procedures and recruitment best practices, sourcing techniques, and employment laws
Personal computer and related software applications including word processing, data base and spreadsheet applications
Knowledge of Applicant Tracking Systems

Skills:

Strong interpersonal skills
Skill in the use of windows-based programs
Strong customer service skills
Skill in customer relations, crisis communications management, public speaking and media relations
Skill in checking information for accuracy and completeness and correcting errors

Abilities:

Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
Handle sensitive situations with tact and diplomacy
Communicate effectively both orally and in writing
Creatively solve problems, negotiate and handle stressful situations in a positive manner
Analyze data and make appropriate recommendations
Set priorities and work with minimal supervision
Interact knowledgeably with staff and public in person and by phone

WORKING CONDITIONS Essential Personnel:

When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel

Physical Demands:

Sedentary physical work that involves moving no more than 10 pounds at a time
Frequent lifting, carrying, walking and standing
May require frequent pushing, pulling, bending and stooping
Clear vision to read and interpret reports and other written documents
Frequent speech communication and hearing to maintain communication with employees and citizens
Frequent hand/eye coordination for operation of computer keyboard and office equipment, carts and moveable shelving

Work Environment:

Works primarily in clean, comfortable environment.

Equipment Used:

Uses standard office equipment including personal computer and common office software such as email, internet, Word, Excel and menu driven databases
This position may require the incumbent to use personal equipment (e. g. vehicle, cell phone, tools, etc. ) in the course of their employment
