SENIOR EXECUTIVE OFFICER, PROJECT MANAGEMENT

Provides executive direction of the construction management or procurement activities for implementation and execution of major Metro capital transit projects or agency-wide procurement procedures.

• Directs and manages performance of construction management or procurement services by Metro staff, consultants, and contractors
• Negotiates contracts, change orders, and/or claims with contractors
• Establishes and monitors short- and long-range project goals, budgets, schedules, progress, and strategies
• Coordinates third-party related matters and public affairs activities
• Reviews and approves contract documents
• Ensures construction meets operations and maintenance quality standards and expectations
• Manages claims resolution
• Sets and implements construction management or procurement project policies, procedures, safety and work standards, and controls
• Ensures cooperation and coordination of services amongst departments to achieve agency-wide goals and objectives
• Provides recommendations, technical assistance, and information to the Board of Directors, executive management, and departments related to Metro's construction management, procurements, and/or acquisition strategies
• Ensures compliance with Metro policies and procedures and applicable federal, state, and local regulations and laws
• Prepares and presents reports to executive and management staff, the Board of Directors, and outside regulatory agencies
• Represents Metro at meetings, conferences, and public events
• Supervises, trains, mentors, and motivates assigned staff directly or through subordinate management
• Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

• Bachelor's Degree in Engineering, Business, Public Administration, or a related field; Master's Degree in a related field preferred

Experience

• Eight years of relevant senior management-level experience in the design and/or construction of major capital projects or procurement services

Certifications/Licenses/Special Requirements

• A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. • Experience managing complex bus, rail, and/or highway transportation projects with values over $500 million
• Experience building and managing large teams of agency staff, contractors, and consultants in Integrated Project Management Office settings
• Experience implementing public agency procurement, financial, and contract procedures
• Experience managing budgets, schedules, and reporting for transportation projects
• Professional Engineer (PE) Licensed preferred but not required

Knowledge of

• Theories, principles, and practices of transit engineering, construction, operations, and maintenance, governmental contract policies, and public administrative methods, including goal setting, program and budget development and implementation
• Applicable local, state, and federal regulatory requirements and standards
• Transit and rail operations
• Large-scale capital project management
