Environmental Quality Specialist - Office of the City Engineer, Street Transportation Department

ABOUT THIS POSITION

This position will serve in the Office of the City Engineer's Environmental Services Section and ensure compliance with local, state, and federal regulations for the city-wide operations. The Environmental Quality Specialist will interact with City department clients, regulatory and compliance agencies and communicate requirements for City projects.

Responsibilities include:

* Reviewing estimates, and reports.

* Conducting reviews of in field project work.

* Overseeing professional service and contractor contracts.

* Interpretating of rules and policies; and compliance reviews.

* Assisting in developing curriculum and training staff on regulatory compliance and reporting.

* Providing consultation processes relevant to projects with federal funding, permitting, and approvals.

* Managing and coordinating environmental, technical, and regulatory work with other City departments, regulatory agencies, and other entities.

IDEAL CANDIDATE

* Proficient using Adobe Acrobat, Excel, PowerPoint, and Word.

* Knowledge of EPA/HUD Lead regulations.

* Knowledge of Due Diligence process, i.e., Phase I, II, III ESAs.

* Knowledge of Clean Air Act, Clean Water Act, and Threatened and Endangered Species.

* Knowledge of EPA AHERA Asbestos regulations, OSHA Asbestos regulations, and NESHAP regulations.

* Working knowledge of various environmental regulations including but not limited to the NEPA Process, 401/404, Historic Preservation, Archaeology, and Biological Species.

SALARY

Pay Range: $63,044 to $107,806 annually.

Hiring Range: $63,044 to $88,691 annually.

MINIMUM QUALIFICATIONS

* Two years of professional level experience in the field of ground or surface water, air, or soils management.

* Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.

* Other combinations of experience and education that meet the minimum requirements may be substituted.

* Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution and dust.

* All finalists for positions are subject to a criminal background check applicable to the department or position.

* Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

* Experience writing and reviewing scopes of work, standard operating procedures, reviewing construction plans.

* Experience reviewing, and writing technical reports, reviewing cost estimate and invoices especially those related to Phase I, II, & III ESA and NEPAs.
