DescriptionThe purpose of the Utilities Engineer position is to provide engineer support for the Fairhope Public Utilities departments by assisting with drawings and plan specifications, budget and project management, and assisting with regulatory requirements. The position will report to the City Engineer and will work closely with the Mayor and Utilities Superintendents. This job is considered safety-sensitive and is subject to a pre-employment background check and random drug screens. ESSENTIAL FUNCTION:

1. Designs, writes specifications, prepares plans, and calculates costs for various utility engineering projects. Provides support to the Utility Superintendents in the development and management of the engineering and construction of the City's utility systems.
2. Provides engineering support for department operations. Provides professional engineering direction and guidance to other staff, developers, and consultants.
3. Contributes to the creation of departmental presentations and may present for Council meetings, other formal conferences, regulatory agencies, etc.
4. Performs and coordinates utility development reviews and approvals. Reviews, or coordinates the review of, development plans, specifications and related applications for compliance with applicable engineering codes, ordinances, and regulations.
5. Performs plan reviews and prepares utility work schedules for outside agency projects which impact the City's existing utilities. Coordinates associated utility relocation work in conjunction with the Utility Operation staff's efforts.
6. Conducts or coordinates special engineering studies as assigned. Leads risk, criticality, and condition assessment programs to plan for repair and replacement of infrastructure.
7. Oversees the preparation of all bid specifications, documentation and permits for all construction and capital improvements, including the preparation of the Request for Bids and calculation of liquidated damages.
8. Review and evaluate bids; make recommendations to the City Council on acceptance of standard projects.
9. Review contractor billing; approve progress payments; ensure completion of work in accordance with contract provisions and perform other related contract administration duties.
10. Organizes, manages, directs and performs the planning, budgeting, engineering, design, permitting, construction, and related functions for capital and non-capital projects for the utility departments.
11. Coordinates with and attends meetings with ALDOT on their programs that are within the utilities service areas.
12. Coordinates implementation of assigned construction projects; performs project management, monitors progress, analyzes problems, recognizes solutions, and reviews recommendations by consultants.
13. Manages assigned departmental projects, including infrastructure inventories, policy evaluations, studies, and engineering design and construction projects.
14. Responsible for construction administration and management for capital improvement projects. Conducts field meetings and inspections of utility construction as needed. Coordinates with regulatory agencies for project approvals during design and compliance during construction.
15. Oversees the maintenance and updating of Fairhope Public Utilities Specifications and Standards, the departments' utility maps, as well as computer models of the Water distribution system and Wastewater collection and treatment systems.
16. Manages the engineering support for the asset management program for water, wastewater, electric, and gas infrastructure.
17. Assists in the preparation and supervision of emergency operations and development of procedures to ensure safe operation of all utility systems, to include meeting all OSHA requirements.
18. Assists with regulatory work for Water Production and Water Reclamation; assists with Lead and Copper, and Mechanical integrity Testing, and consumptive use permit.
19. Participates in the preparation of the departments' budget and capital improvement programs. Develops capital improvement plan to implement system improvements with consideration for cost-control and cost-reduction methods.

• Bachelor degree in Civil Engineering, Environmental Engineering or related field, seven (7) to ten (10) years' experience in public-sector engineering or utilities engineering; or any equivalent combination of education, training, and experience.
• Minimum of three (3) years' previous experience working in the public right-of-way. Experience working with public utilities may be preferred.
• Must possess a Professional Engineer certification in the State of Alabama.
• May be required to obtain FEMA, ICS, and/or NIMS training certifications.

• Knowledge of civil engineering topics, including hydraulics, water and wastewater treatment, water distribution and storage, wastewater collection, pumping systems and water quality.
• Knowledge of environmental engineering topics
• Knowledge of watershed and stormwater analysis, erosion control and monitoring practices.
• Knowledge of surveying, surveying equipment and the reading of field survey data.
• Knowledge of construction standards, and City of Fairhope and Fairhope Public Utilities standards.
• Knowledge of engineering material specifications.
• knowledge of construction methods and practices.
• Knowledge of national, regional, and local design standards for water and wastewater infrastructure.
