Main Purpose of Job
This full-time contractual position serves as Accountant Advanced for the Behavioral Health Administration (BHA) in the implementation of the Public Behavioral Health System.
The position oversees budgets of approximately 104 million dollars in grant funding.
The major functional responsibilities of the Behavioral Health Administration are funding and regulating the addictions and mental health service industry as well as providing timely and reliable data, leadership, and technical assistance expertise.
This position is an integral part of the Fiscal operation and Federal Fund Grants.
This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer focused demands.
MINIMUM QUALIFICATIONS
Education :
A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience :
Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes :
1.
Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2.
Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3.
Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4.
Applicants may substitute one year of professional auditing experience for one year of the required experience.
5.
Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate should possess the following:

analytical skills/experience
possess intermediate to advanced level Excel skills/experience, with particular emphasis on using pivot tables and Vlookup to perform reconciliations
knowledge of and experience with federal grants and FMIS.
be detail oriented

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period.
This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
