The Child Protection Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to support the roll out of the PSEA framework in the East Asia and Pacific Region and strengthen GBV in emergency programming.

The purpose of the consultancy is to support the East Asia and Pacific Regional Office, both programmes and operations (partnerships) and Country Offices in the region to accelerate PSEA implementation and to support fulfilment of these requirements.

In addition, given the vulnerabilities of women and girls to gender based violence in emergency settings, including during COVID-19 and as a result of containment measures, the consultant will provide support to COs to strengthen prevention and response interventions and programmatic approaches across sectors.

• Capacity building*
• Strengthen country offices' capacities to provide access to safe and child sensitive reporting channels including within community-based complaint mechanisms, access to victims centred assistance; and to support cases investigation and SEA risk assessments, as relevant.
• Support country offices to institutionalize PSEA efforts within their internal systems and procedures, including but not limited to: management structure; internal reporting and response procedures; mainstreaming in HR management; risk mitigation; and monitoring of implementation of the action plan.
• Contribute to the implementation and rolling out dissemination of global and regional guidance and strategies of specific relevance. This includes the UN Protocol on Allegations of Sexual Exploitation, Abuse Involving Implementing Partners and the Victim's Assistance Protocol.
• Support establish and roll out a regional procedure for Significant Incident Reporting (SIR) within a scope of global procedure (ver. May 2021).
• Provide technical assistance for child protection teams to ensure quality victim assistance is available and effective follow up including mental health and psycho-social support.
• Support country offices for integration of child safeguarding policy and procedures.
• Coordinate with consultant(s) who support(s) rolling out of the new UN Common Assessment Tool for any support provided to country offices.

• Monitor and record the progress of PSEA implementation in the region using a spreadsheet and create a regular update to inform the senior management.
• Coordination/working with others*
• Support implementation COs PSEA inter-agency initiatives/networks, including the setting-up of in-country PSEA Networks.
• Represent UNICEF on the inter-agency PSEA regional group and on HQ coordination groups, and maintain close relationship with PSEA focal points in other regions.
• Support child protection in emergency and gender-based violence in emergencies programming in the region including the integration of GBV safe identification and referral where appropriate in training packages.
• Knowledge management and policy development*
• Support documentation of best practices and lessons learnt across the region including for the COVID-19 response and updating the SharePoint sites for ESAR staff to access PSEA policy and guidance materials studies on good practice on PSEA, and child safeguarding.
• Keep abreast on development PSEA and child safeguarding and make appropriate recommendations for regional adviser on enhancing prevention and response strategies.
• Support development of regional level strategy/standards/procedure/tools where identified to be necessary. This may be on awareness raising amongst stakeholders on PSEA; strengthening a community based/project site complaints mechanism; or a general strategic plan for acceleration of PSEA implementation in EAPR.
