• JOB TITLE: Manager - Cost Control
• KEY RESPONSIBILITIES
• :
• Develop job cost management execution plan
• Assist to establish and maintain Project Cost Control procedures
• Supervise the Implementation of all Department policies, processes, systems, standards, cost control procedures and internal controls, so that the Department objectives are accomplished safely, reliably and Cost effectively
• Coordination with Project Manager and liaison with Function to ensure the steady and accurate flow of project cost information
• Responsible for ensuring that all involved departments supply the appropriate information in a uniform
manner and timely fashion
• Conducting Cost Risk Analysis and Analyzing variances
• Establish and maintain work and Cost breakdown structure to control and report costs at agreed levels
• Preparation of monthly cost control reports for presentation to Senior Management
• Adjust forecast to reflect change orders and other variances
• Report Value of Work Done and identify trends that impact the final cost per Project
• Highlighting in a timely manner, the areas of concern for potential cost overruns or under-spends, recommending actions or solutions where possible with the aim of maintaining expenditure within budget
• Promotion of cost consciousness amongst budget users within the changing environment of procedures and processes
• Reviews or assists in reviewing proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations
• Supervises the collection, verification, and integration of work scope for all entities into a total project plan. Supervises the timely preparation of cost estimates.
• Prepares and analyzes comparisons of scope, quantities, and cost data between projects. Develops bid evaluation cost and schedule criteria and prepares bid evaluations.
• Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards
• Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements. Uses statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and analyzes measurement systems to identify bias, repeatability, and stability issues
• Establish a process of information flow with respect to each expense head, such as Design heads, Equipment/Material procurement, Logistics costs, Mobilization and demobilization of personnel/machineries, sub-contractor's cost/claims and any other relevant costs like customs, duties, liabilities, insurance etc.
• Provide assigned project cost estimates including material, manpower and equipment/material costs, subcontracts, third party services, and financial cost etc.
• Coordinate with the project engineers to clarify any query/discrepancies. Arrive at 'Estimate to Complete' (ETC) cost for the remaining works. Co-ordinate with different disciplines to get ETC cost
• Prepare reports on a periodic basis on the status of the costs incurred and the variations of the budgeted v/s actual in consultation with supervisor/Project Manager
• Monitor costs and generate variance reports as and when required and forward to the Supervisor/Project Manager for his perusal
• Carry out assessment of potential variations/claims from sub-contractors/vendors. Participate in project review meeting and provide any cost related data as and when required
• ESSENTIAL QUALIFICATIONS AND SKILLS
• Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office
• Knowledge of supervision, personnel administration, and training of technical and non-technical personnel
• Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics
