Programme Management Officer temporary

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Strategy and Programme Management Division, Economic and Social Commission for Asia and the Pacific (ESCAP). The Programme Officer reports to the Executive Secretary through the Director of the Division. The Programme Officer will assist the Executive Secretary and/or other senior officials designated by the Executive Secretary, in coordinating substantive and organizational matters related to her role as Coordinator among the regional commissions within ESCAP as well as with Regional Commissions New York Office (RCNYO) and other regional commissions and development entities within the United Nations System.
• Responsibilities
• :

Within delegated authority, the Programme Officer will assist the Executive Secretary by performing the following duties:
• Monitors and analyzes relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Acts as focal point to liaise with counterparts at RCNYO as well as other regional commissions and coordinate the provision of internal substantive support to Executive Secretary.
• Researches, analyzes and presents information gathered from diverse sources related to the substantive and organizational coordination of the regional commissions.
• Coordinates policy development, including the review and analysis of issues and trends,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses; identifies problems/issues and prepares conclusions.
• Organizes and prepares written outputs, such as draft background papers, analysis, sections of reports and studies as well as inputs to publications.
• Provides substantive backstopping to consultative and other meetings, including conferences, by proposing agenda topics, identifying participants and preparing documents and presentations.
• Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience working in regional commissions is desirable.

Work experience in planning and coordination such as in planning office or front office is desirable.

Experience in programme planning, and capacity building is desirable.

Experience in policy matters on the delegation of authority framework and implementation of inter-agency cooperation activities is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
