Major Responsibilities:

Strategy and leadership for growth in grants (40%)
• Provide day to day leadership and management to the regional GAM function, effectively supporting FOs with grant acquisition and quality implementation.
• Identify and lead the development and implementation of cross-functional strategic initiatives to increase grants acquisition in East Asia, in alignment with NO strategies and child well-being (CWB) targets.
• In accordance with Global GAM processes and the FO Business Planning Cycle, assist FOs in setting annual grant income targets and developing business plans to support their achievement.
• Develop and implement initiatives to support effective prepositioning at the regional level, including sub-regional and multi-country opportunities.
• Coach FO GAM staff on their annual business plans and donor engagement plans.
• Lead donor engagement planning at the regional level, mobilizing other regional office staff and functions to contribute effectively to donor engagement and positioning.
• Develop and drive the delivery of regional level initiatives for technical branding and evidence, such as development of key messaging guides, capacity statements, and donor briefs.
• Identify and drive acquisition of new multi-country grants, both solicited and unsolicited, through building and monitoring external networks, and leading coordination processes to deliver results efficiently.
• Provide leadership in the identification and development of competitive partnerships and consortia whenever necessary, essuring compliance with WVI partnering policy in preparation for upcoming opportunities.
• Utilize technical knowledge, familiarity of donors and funding trends, and knowledge of best practices to coach FOs on developing win strategies for large or strategic opportunities.In special circumstances, provide hands-on support/ surge capacity (or identify viable alternative) for grant proposal development, including proposal writing and editing

Year on year growth in the value of grants acquired and value of the grant pipeline across the East Asia region.

FO GAM Leads are provided with value-adding support from the regional office to improve their planning processes and acquisition results.

Organizational Development & Capacity Building (25%)
• Support FOs to identify GAM capacity gaps, develop plans according to their needs, and build capacity as per plan.
• Lead the roll out of training related to grants acquisition capacity building (e.g. Proposal Pro); support other functional contributing capacity building training (e.g. Budgeting for Proposals, Project Logic) with East Asia Offices.
• Identify and provide recommendations regarding gaps in organizational competencies and knowledge required for WV to remain competitive within the institutional funding market for East Asia (e.g. commercial contracting); mobilize relevant functions to contribute to organizational capacity building plans accordingly.
• Support in coaching/ mentoring national grant acquisition staff, in alignment with individual development plans.
• Identify capacity gaps in grants acquisition and management capabilities and other factors leading to poor proposal designs, poor win rates and grants implementation (e.g. design thinking, negotiation, data visualization, conveying evidence effectively etc.); establish and realize an action plan to address these gaps, mobilizing other functions and stakeholders as required to be effective.
• Identify, document and effectively share best practices, critical success factors of strategic breakthroughs, and lessons learned; including guidelines, tools and standards.


Est Asia FOs have increased technical capacity and knowledge of best practices to accelerate growth in grants.

East Asia has a year on year increase of number of awards from a broader variety of donors (e.g. development banks) and funding types (e.g. contracts).

Continual Learning & Insights (15%)
• Regularly monitor the regional donor landscape, mapping trends and developing analyses and insights to inform regional strategies.
• Maintain up to date knowledge WVI, SO and donor strategies and policies, and communicate changes, insights and recommendations to RO and FO stakeholders.
• Maintain visibility of grants acquisition in East Asia, including both awards and pipeline of opportunities.
• Establish and embed effective reporting processes, marrying the information requirements of GC, RO, and FO stakeholders.
