Program Control Manager

Location: Riyadh, KSA
Salary: SR45-50,000 p/m

The Program Control Manager will oversee the development, implementation, and management of integrated program control systems, ensuring alignment with the objectives of the Program. The role ensures effective planning, scheduling, cost control, risk management, and performance reporting to drive the successful execution of program deliverables.

Key Responsibilities

Planning and Scheduling

Develop and maintain the Master Program Schedule using industry tools (e.g., Primavera P6).
Coordinate schedule integration across all sub-projects and ensure alignment with Program milestones.

Cost Management

Implement cost control systems to monitor program budgets and expenditures.
Perform earned value management (EVM) to assess cost performance and forecast outcomes.

Risk and Change Management

Identify, assess, and monitor risks throughout the program lifecycle.
Establish a change control system to manage scope variations and ensure alignment with program objectives.

Performance Reporting

Create and deliver periodic reports on program performance, including progress, risks, issues, and opportunities.
Utilize Power BI or similar tools for real-time visualization of Key Performance Indicators (KPIs).

Stakeholder Coordination

Collaborate with internal and external stakeholders to ensure data accuracy and consistency across program reports.
Support stakeholder engagement efforts by providing clear and actionable insights.

System Implementation

Oversee the integration of digital solutions such as GIS, BIM, and EDMS to support program control functions.
Establish a 'single source of truth' for program data management.

Qualifications and Experience

Bachelor's degree in Engineering, Construction Management, or a related field.
Minimum 12 years of experience in program/project controls, with a focus on large-scale urban development or regeneration programs.
Proficiency in project control tools (e.g., Primavera P6, Power BI, Aconex).
Strong analytical, organizational, and problem-solving skills.
Experience in the KSA or GCC region is highly preferred.

Key Competencies

Strong communication skills for engaging with multi-disciplinary teams and senior stakeholders.
Knowledge of PMI or equivalent program management frameworks.
