Telecommunication Projects Manager

Overview

Position is located in Kuwait, in support of LOGCAP.

Under the guidance of the Information Management Director, the Telecommunication Projects Manager will plan and execute telecom projects and ensure O&M service requests are completed. The Telecom Projects Manager will oversee the drafting of technical documents to include, but not limited to SOW's, RFP's, ROM's, LOTD's and Project Risk Assessments. The Telecom Projects Manager will be responsible for ensuring all Telecom Projects are completed within the deadlines given, meet all required Safety Guidelines/Requirements and IT Telecommunication standards. The Telecom Projects Manager will be required to effectively manage telecom project schedules and performance; ensuring telecom projects are completed on schedule and within scope.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

Ensure telecommunication engineering, installation (ISP-OSP), inspections and O&M services for existing and new infrastructure are provided and conducted to the latest published IT standards.
Ensures all telecom projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques.
Effectively plan future work to create and establish telecom project schedules and budgets.
Ensures schedules and workload requirements are developed for the telecom project team.
Ensures effective execution of all telecom project work.
Ensures all telecom projects are properly supervised and ensures all project stakeholders' schedule, budget, and quality requirements are met.
Ensures telecom projects are inspected thoroughly and timely updates are provided to the IMD Director, Sr. Management and the customer.
Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented.
Ensures various Project Management tools are being utilized including, but not limited to Earned Value Management to develop reports to monitor and control projects.
Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements.
Performs other duties as required/assigned.

Qualifications

Education/Certifications:
One-year related experience may be substituted for one year of education, if degree is required.
Minimum Qualifications:
High school degree
Preferred Education/Qualifications:
Bachelor's degree in Management or related field preferred
Project Management Professional (PMP), LSS Black Belt, LSS Green Belt, ITIL or SCRUM Master is highly desirable
Must be a U.S. Citizen
Must be able to obtain and maintain valid Secret Clearance
A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.
A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and Kuwait Heavy Duty Driver's License.
Experience:

Four (4) years Project Management and/or Information Management experience. Six (6) or more years' experience supervising/managing employees.
Skills:

Must possess a professional demeanor; work effectively with all levels of employees, including top, middle and other supervisory levels of military and civilian management; customer service training; must have the ability to exercise discretion and good judgment; collaborative work style that will foster cooperation and teamwork; work independently with little or no supervision; possess high-level organizational and planning skills.
Excellent written and oral communication skills.
Excellent organizational and multi-tasking skills.
Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word.
Experience in data collection and technical writing.
Strong leadership and analytical skill.
Ability to read, understand and discuss AutoCAD drawings in detail.
Must have excellent interpersonal and people management skills.
Supervisory Responsibilities:

Manages a Telecommunications Projects Team up to 150 Employees with 2-5 direct reports.
Working Conditions:

Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
Includes some industrial production environment conditions as well.
Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
Must comply with all Fire and Safety Regulations and post policies.
