CONDITIONS OF EMPLOYMENT:
This position is
Emergency Essential . In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
The employee must meet and maintain appropriate physical standards as a condition of employment, verified through an agency approved physical examination. Ability to walk and perform work related tasks in outdoor desert environment consisting of extreme heat and dust conditions is required.
The employee may be required to work an uncommon tour of duty in support of training and exercise activities or military special operations, involving nights, weekends, or holidays. Overtime or compensatory time may be required. An alternate work schedule may be required.

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of qualitative and quantitative techniques to apply DoD and Joint management principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy; knowledge and experience with combatant and non-combatant operations and of Joint Exercises processes sufficient to verse strategy development, policy implementation, and long-term planning to accomplish US and Partner nation strategic objectives; expert knowledge of War on Terror and of U.S. Combating Weapons of Mass Destruction (CWMD) policies and doctrine sufficient to oversee strategic development and long-term planning and to oversee non-proliferation and doctrine in the AOR; expert knowledge of analytical and evaluation methods. Able to measure/evaluate program accomplishments, conduct studies, prepare reports and validate compliance with report recommendations; able to evaluate the effectiveness and efficiency of planning programs of the OMC-K and analyze discrepancies in planning guidance; make appropriate written and verbal recommendations on corrective action; and conduct necessary follow-up as required; comprehensive knowledge in Joint Training Information System (JTIMS) and the Joint Lessons Learned Information System (JLLIS), conducting regular conferences and mentoring Directorates and Component Staffs on JLLIS and exercise reporting to the Joint Staff; and thorough knowledge and understanding of development and execution of an effective Agency Joint Exercise program that will enhance Agency's readiness and capability to effectively accomplish its assigned AOR mission in response to a regional crisis.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-11
level is required to meet the time-in-grade requirements for the
GS-12
level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative techniques to apply DoD and Joint management principles, concepts, methodologies and financial management directives guidance and policy.
Current practical knowledge and experience with combat and non-combat operations and allocation of Joint Exercises sufficient to manage strategy development, policy implementation, and long-term exercise planning in the USCENTCOM Area of Responsibility.
Knowledge of the capabilities and processes utilized by the Joint War Fighting Center (JWFC) in support of USCENTCOM exercise requirements.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of the organization and subordinate agencies/supervisors.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources while effectively communicating both orally and in writing, clearly and concisely, and with technical accuracy; and demonstrating the ability to negotiate complex issues; and maintain good working relationships.
Ability to organize and lead efforts of staff of senior military personnel (up to 0-8) and senior civilian personnel (up to GS-15) in accomplishment of wide range of staff projects.
PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
