Die Landwirtschaftskammer Nordrhein-Westfalen sucht eine/n
Leiter/in (m/w/d) des Geschäftsbereiches 3 - EU-Zahlstelle, Förderung -
Der EU-Zahlstelle obliegt die ordnungsgemäße Abwicklung der auf europäischem und nationalem Recht basierenden Fördermaßnahmen für die Landwirtschaft in Nordrhein-Westfalen. Sie fungiert dabei als Schnittstelle zwischen den Fördergebern und den Antragstellenden.
Ihre Aufgabenschwerpunkte:
Sie leiten und steuern den Geschäftsbereich 3 - EU-Zahlstelle, Förderung -
Sie gewährleisten die ordnungsgemäße und rechtssichere Abwicklung aller Maßnahmen und Aufgaben
Sie übernehmen die Gesamtvertretung gegenüber Antragstellenden, Behörden und Kontrollorganen
Sie vertreten die mit dem Aufgabenfeld verbundenen Interessen in Gremien auf EU-, Bundes- und Landesebene
Sie planen die strategische Ausrichtung des Geschäftsbereiches, sie formulieren Ziele und kontrollieren die Zielerreichung
Sie verantworten die Bildung der Organisationsstruktur (Aufbauorganisation) und die Gestaltung der Arbeitsprozesse (Ablauforganisation)
Was Sie mitbringen:
Sie haben ein abgeschlossenes wissenschaftliches Hochschulstudium (Diplom bzw. Master) im Bereich der Verwaltungs- oder Rechtswissenschaften oder der Agrarwirtschaft/Agrarwissenschaft oder
Die Befähigung für die Laufbahngruppe 2, 2. Einstiegsamt des allgemeinen Verwaltungsdienstes oder des agrarwirtschaftlichen Dienstes zum Zeitpunkt der Einstellung
Mehrjährige Leitungserfahrung und Freude an Leitungsaufgaben
Umfassende Kenntnisse der Gemeinsamen Agrarpolitik sowie im Europa-, Verwaltungs- und Haushaltsrecht. Erfahrungen in der Abwicklung europäischer und nationaler Fördermaßnahmen sind wünschenswert
Fundierte Kenntnisse und Erfahrungen in Themenfeldern der Landwirtschaft, wie der Tierhaltung und dem Pflanzenbau sind gewünscht
Kommunikationsfähigkeit, Organisationsgeschick, lösungsorientiertes Denken und Handeln
Ausgeprägte Verantwortungsbereitschaft, Entscheidungsfreude und Dienstleistungsorientierung
Überdurchschnittliche Leistungsbereitschaft, hohe Sozialkompetenz und Fähigkeit zu vernetztem Denken und Handeln
Kompetenz zur Entwicklung innovativer digitaler Formate sowie Erfahrungen mit Datenbankauswertungen (z. B. SQL)
Gute Englischkenntnisse in Wort und Schrift
