DESCRIPTIONPersonne qui analyse les besoins, élabore et fournit les techniques professionnelles relatives aux méthodes et systèmes administratifs dans le but d'améliorer le fonctionnement des services.FONCTIONS SPÉCIFIQUES
• Participer à l'activation des projets et sources de financement ;
• Faire la modification des budgets et suivi des coûts et prévisions budgétaires ;
• Faire l'entrée et le suivi des engagements dans le système financier ;
• Faire le suivi des contrats (signature et suivi financier) ;
• Assurer le suivi des remboursements;
• Assurer le suivi du projet en cours avec Entente 2014-2018, 2019-2023, 2024-2031 ;
• Contrôler et assurer le suivi du processus de remboursement ;
• Préparer les documents d'appel d'offres pour le département du Bureau de Projets ;
• Appliquera les règles et les directives du Conseil du trésor
• Invitera les fournisseurs/entrepreneurs pour les appels d'offres de moins de 100 000 $ ;
• Publiera et gérera les appels d'offres publics de plus de 100 000 $ sur le système électronique d'appels d'offres (SEAO).
• Assister le directeur pour fin d'analyse ;
• Analyser périodiquement le suivi des coûts ;
• Participer aux activités de fin d'année (Transfert en immobilier, suivi des dépenses réelles, etc.) ;
• Participer aux réunions du département ;EXIGENCESFormation :Doit détenir un baccalauréat en sciences de l'administration, en sciences humaines, en sciences sociales ou dans une autre discipline universitaire appropriée ;La désignation de CPA est un atout.Expérience :Trois ans (3) d'expérience administrative appropriée ;Connaissances et habiletés :
• Connaissance des règles budgétaires et l'étude de projection financière.
• Bonne connaissance de la législation, de la réglementation, du réseau et des programmes du ministère et des tendances actuelles du MSSS ;
• Connaissance de la culture, de la langue et des problèmes sociaux et de santé des Cris à Eeyou Istchee est un atout ;
• Capacité à travailler en collaboration avec tous les collègues ;
• Excellentes compétences en communication interpersonnelle, leadership, initiative et travail d'équipe ;
• Excellentes compétences en communication écrite et en présentation ;
• Excellentes aptitudes à la pensée critique, à la synthèse, à la planification et à la prise de décision ;
• Bonnes compétences informatiques avec Word, Excel et PowerPoint.LANGUES
• Maîtrise de l'anglais et du français ;
• Maîtrise du cri est un atout.AUTRE
• Disposé à voyager 1 fois par mois sur le territoire Cri.
