Reporting to the Chief Medical Officer (CMO), the Executive Director of Medical Affairs provides leadership to a team of professionals in the creation and delivery of Health PEI's strategies, planning, policies and operations to enable Health PEI to meet its mandate, operational objectives and goals.
The Executive Director ensures that programs and services under this portfolio are delivered in a manner that reflects Health PEI's strategic direction and goals

Duties:

  • Provide advice to the Chief Medical Officer, Executive Leadership Team, Executive Directors, Directors and Managers of Health PEI.
  • Provide leadership and guidance to Medical Affairs Directors, Managers and staff in the ongoing development of divisional strategic and human resource planning, specifically in relation to challenging and complex issues.
  • Provide leadership and guidance to all physician leaders in the ongoing development of divisional strategic and human resource planning, specifically in relation to challenging and complex issues.
  • Provide mentorship, modeling and coaching to directors, managers and staff in a team approach for leadership, human resource management, budget management and other requirements conducive to effective management.
  • Maintain a strong communications process between Chiefs, senior management, managers, staff and medical staff.
  • Manage staff directly or indirectly through directors, managers and supervisors.
  • Works with the CMO, senior leaders and physician leaders in the development and promotion of Health PEI's vision, broad goals and priorities, as well as translating the goals and priorities into objectives, guidelines, policies, core programs and standards.
    The ED is responsible for reporting the performance/outcomes of programs within the division in providing high quality services to Islanders.
  • Leads and champions health system innovation initiatives, coordinating project design and implementation, establishing evaluation criteria, preparing submissions to the Department of Health and Wellness, Cabinet Committees and Executive Council.
  • Collaborate with other members of senior leadership to identify, develop, and implement solutions to address complex and/or multi-services issues that are impacting the delivery of healthcare services.
  • Responsible for developing, reviewing, and coordinating the drafting/amending of legislation, policies and contracts related to divisional operations.
  • Provides advice and assistance to the CMO, physician leaders, Health PEI Board, and other senior officials of the Department of Health and Wellness on all matters pertaining to physician services, physician compensation, legislative changes, and the Medical Staff Bylaws.
  • Establish and maintain up-to-date philosophy, policies and procedures relating to the division's services and programs.
  • Establishing, monitoring and communicating the divisional operational strategy and work plan in support of the overarching organizational strategy; Continually evaluate the effectiveness of the section through ongoing monitoring of metrics, and evaluation and feedback from stakeholders regarding goals achieved in relation to the division's goals.
  • Reviewing, developing and measuring key metrics for the operation.
  • Implementing and managing the operational budget; and
  • Ensuring the operation adheres to applicable laws, audits, and regulations.
  • Coordinate the delivery of medical services related to both in-province and out-of-province, and the validation of physician billings, in-province and out-of-province service billings and visiting specialists
  • Coordination and administration of the Physician Services Agreement
  • Implementation of the tenants of the Physician Services Agreement
  • Act as the 'inhouse expert' in terms of interpretation of the Agreement
  • Build partnerships with key stakeholders including the Medical Society of Prince Edward Island, and the College of Physicians and Surgeons of Prince Edward Island to promote Health PEI's strategic vision and mandate.
  • Develop, maintain, and capitalize on opportunities to enhance the collaborative and productive relationships with the Medical Society of Prince Edward Island and the College of Physicians and Surgeons of Prince Edward Island
  • Maintain strong linkage with the Department of Health and Wellness in terms of communication, planning, and policy direction to ensure the efficient operation of Medical Affairs programs and services.
  • Develop and maintain positive relations with medical leadership groups, including Provincial Medical Advisory Committee and Local Medical Advisory Committees.
  • Develop and maintain working relationships with Department of Health and Wellness staff, Provincial Treasury officials, Health PEI management and others involved in the budget/forecasting process.
  • Build partnerships with the other Atlantic health authorities to support and streamline care delivery to Islanders.

Minimum Qualifications:

  • Master's Degree in a related discipline such as social sciences, sciences, business or law;
  • Demonstrated equivalencies may be considered
  • Extensive leadership experience in a senior leadership position in a health or social development related field;
  • Extensive experience in managing the delivery of services or programs to clients and/or the public is required, with preference for experience in health or social development.
  • Extensive experience working with government and non-government agencies, and other stakeholders.
  • Experience and knowledge in the areas of program development, coordination, delivery and evaluation processes in the health system.
  • Requires excellent organizational and communication skills, strong interpersonal, leadership, conflict resolution and collaborative skills, and the ability to plan and think strategically.
    Excellent written/verbal communication skills are required.
  • Demonstrated ability to develop cohesive and respectful relationships within government and among government partners which will contribute to achieving the goals and objectives of the division.

Other Qualifications:

  • Training in Lean Six Sigma at Black Belt Level is preferred
  • Knowledge of PEI Health System preferred

Salary Range:
$61.85 - $77.31 per hour (Level 28)

Bi-Weekly Hours:
75 Hours Bi-Weekly / Mon - Fri
