NOTE: This position is currently listed as 'Onsite'; however, the Assignment under this request will provisionally be 'Hybrid', working 7. 25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.

The VOR Master Service Agreement which expires on April 5, 2026, leaves some Contracts with funding unassigned for fiscal 2025-26. If the current statement of work expires March 31, 2026, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2026 based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2026 and be upon the same terms, conditions, covenants contained in the SOW.

Scope:

Work with project teams to ensure successful release of Business Intelligence reporting using Power BI. The resource(s) will be responsible for:

  1. Use Power Query to extract data from different data sources and choose a storage mode and connectivity type.
  2. Profile, clean, and load data into Power BI.
  3. Design data models that are intuitive, high-performing, and simple to maintain.
  4. Use M and DAX language to create measures.
  5. Ensure high performance of Power Query data retrieval tasks.
  6. Create Power BI report designs and report formatting, including report navigation.
  7. Examine, sort and present data using Power BI in a cohesive manner.
  8. Leverage statistical summaries of data and facilitate export of data from Power BI when required.
  9. Apply and perform advanced analytics on reports for deeper and more meaningful data insights.
  10. Leverage workspaces in the Power BI service.
  11. Deploy Power BI artifacts to workspaces and enable sharing to users.
  12. Connect Power BI reports to on-premise data sources.
  13. Configure automatic refresh for Power BI datasets.
  14. Enable Row-level security.
  15. Understand the report users needs and their requirements.
  16. Develop reports all the way into production.
  17. Work with the project team in completing all relevant and required documentation in alignment with OPS standards.

Deliverables:

  1. Create Power BI report(s), data models.
  2. Undertake special assignments/sub-projects as assigned.
  3. Conduct, assess, evaluate and document stakeholder interests and business needs.
  4. Ensure alignment and adherence to IT processes and standards.
  5. Support the testing team during system and UAT testing.
  6. Participate in Knowledge transfer.

Skills

Experience Requirements

Skills and Knowledge:

  1. Proven experience as a Microsoft Power BI developer, building Business Intelligence reports and dashboards.
  2. Demonstrated experience with M, DAX and Power Query.
  3. Knowledge of Microsoft Azure ecosystem.
  4. Proven experience with SQL Server and other database technologies.
  5. Proven, demonstratable experience in data modeling and data visualization; working with different data schemas and BI implementation methodologies.
  6. Knowledge of data analysis, data management.
  7. Proven ability to partner with internal/external stakeholders and liaise with technical experts and non-technical colleagues.
  8. Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Power BI and Business Intelligence products.
  9. Excellent verbal and written communication skills, interpersonal and facilitation skills.
  10. Strong written, presentation and interpersonal communication skills with special attention to correct use of tense, grammar/spelling and terminology.
  11. Demonstrated effective time management and organizational skills, including the ability to plan and prioritize workload, ensuring timelines are met and respond to demands of a dynamic environment.

Mandatory Requirements:

  1. Use Power Query to extract data from different data sources and choose a storage mode and connectivity type.

Criteria 1: Technical Skills (60 points)

  1. Proven work experience as a Power BI Report Developer.
  2. Demonstrated experience with M, DAX and Power Query.
  3. Knowledge of Microsoft Azure ecosystem and the Power Platform.
  4. Proven experience with SQL Server and Power BI Datasets.
  5. Proven, demonstratable experience in data modeling and data visualizations for Power BI; working with different data schemas and BI implementation methodologies.
  6. Knowledge of data analysis, data management.
  7. Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Power BI and Business Intelligence products.
  8. Demonstrated experience with performance tuning in Power BI including measures, relationships and visuals.
  9. Demonstrated experience with data sources for Power BI including DirectQuery, Import and appropriate Considerations and limitations.
  10. Demonstrated experience with Power BI datasets.
  11. Demonstrated experience with Power BI refresh.

Criteria 2: Documentation, Collaboration & Communication Skills (40 points)

  1. Ability to partner with internal/external stakeholders and liaise with technical experts and non-technical colleagues, regarding project deliverables.
  2. Proven experience in developing documentation.
  3. Demonstrated experience collaborating with Developers, Testers and Program Managers.
  4. Proven experience in producing diagrams, videos, and other visual content.
  5. Experience analyzing customer feedback and responding to it to improve the customer experience.
  6. Experience in bringing clarity to complex business challenges and conflicting articulation of business issues through techniques that result in common understanding of the issues, as well as agreement on business process requirements vs technology requirements to solve the issues.
  7. Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Business Intelligence products.
  8. Excellent verbal and written communication skills, interpersonal and negotiation skills.
  9. Facilitation skills, Interpersonal and consultative skills.
  10. Stakeholder management skills. Demonstrated strong problem-solving and organizational skills.
  11. A team player with a track record for meeting deadlines.
  12. Working knowledge and experience developing reports for use by a wide spectrum of stakeholders.
  13. Strong written, presentation and interpersonal communication skills with special attention to correct use of tense.
