The House of Commons' Human Resources Services is currently looking to staff the Senior Labour Relations Advisor position.

As part of this role, you will be responsible for providing expert advice to House of Commons management regarding all labour relations matters. You will provide expert, proactive, and strategic advice to House of Commons management on employment issues, and interpretation of House of Commons policies, employment conditions and collective agreements. You will also represent management at all levels of the grievance process, including preparing files, making recommendations, participating in hearings, and negotiating grievance procedures with the unions.

Qualifications

Education: 

University degree from a recognized institution in a related field, Labour Relations, Law, Human Resources, OR acceptable combination of education, training and relevant experience.

Experience:  

Exhaustive and relevant experience in each of the following areas:
Providing management with expert analysis and interpretation of rights and obligations found in various documents governing employment conditions, including legislation, policies, terms and conditions of employment, and collective agreements. 
Applying expert knowledge of LR principles and jurisprudence to analyze fact scenarios, identify issues, and develop options, recommendations, and risk assessments for management.
Providing formal and or informal training of managers on LR principles and concepts including progressive discipline, performance improvement, accommodation, management rights, and grievance processes.
Acting as a sole point of contact for managers on all types of labour relations matters, including discipline, grievances, and performance improvement files. 
Experience facilitating the exchange of critical and sensitive information between management and union representatives.
Experience in conflict resolution or problem-solving.

  Assets: 

A designation from a recognized organization (i.e. HRPA, CHRP, ORHRI). 
Experience participating in collective bargaining.
Experience in updating and or developing collective agreement articles. 
Experience in supporting employee investigations regarding code of conduct, harassment, and disciplinary investigations.
