Job Summary:

The ANS Construction and Facilities Services department has a mandate to deliver Capital Expenditure (CAPEX) and Operating Expenses (OPEX) programs and projects. The Construction Infrastructure Specialist (CIS) is responsible for providing site support and coordination in the field to execute construction/facilities upgrades projects. This includes site selection for the proposed project location, editing design criteria, executing onsite work, and handing over the project to the customer. The CIS will liaise with Nav Canada staff, contractors, external customers, and local airport authority personnel to coordinate project activities. While on site, the CIS will monitor progress against scope, schedule, and budget, ensuring compliance with contract documents, regulations, and NC policies. The CIS will identify non-compliance issues and address them or elevate them to the project lead. The CIS takes direction from the FIR Construction Manager, Project Manager, or National Project Manager - Construction Services.

Key Accountabilities:

• On-site coordination of construction activities, acting as liaison between NAV CANADA, contractors, local airport authorities, and external customers.
• Review project Safety Management Plans (SMPs) and develop supporting documentation (HIRA, RMP, SSSP).
• Monitor construction progress against scope, schedule, and budget; address/report issues or concerns.
• Ensure compliance with contract documents, regulations, and NC policies.
• Ensure good work practices and quality workmanship are employed.
• Address minor non-compliance issues in the field and elevate issues as required.
• Collect project materials and ensure project handovers are complete and accurate.
• Source, negotiate, and retain contractors for small and larger contracts as directed by the FIR Construction Manager.

Job Requirements:

Education:

• College Technology diploma in Electrical, Mechanical, or Civil engineering or equivalent technical experience (10 years of field experience in construction project delivery).
• Associate's Certificate in Project Management is an asset.
• Preference for candidates with education in project management.

Experience:

• Leadership experience in coordinating multiple trades on a job site.
• Experience in technical report writing.
• Experience monitoring construction progress and reporting.
• Experience dealing with regulatory bodies on a job site.

Knowledge:

• Knowledge of CMMS systems for asset information management.
• Knowledge of project management software.
• Knowledge of financial and ERP reporting systems.
• Proficiency in Microsoft Office Suite and AutoCAD.

Abilities:

• Ability to monitor, inspect, and ensure compliance with NC requirements.
• Ability to stand for long periods and travel frequently.

Personal Suitability:

• Effective communication, organization, and interpersonal skills.
• Ability to manage fatigue due to frequent travel and remote working conditions.

Working Conditions:

• This position is based in an office but may be eligible for flexible work arrangements.
• A valid driver's license is required.
