Project Opportunity

FCC Canada is looking for an Indigenous Relations Senior Advisor to join the Cross Fraser Partnership.

The Cross Fraser Partnership team that will collaborate with the Province through the development phase is comprised of Bouygues Construction Canada Inc.
, Fomento de Construcciones y Contratas Canada Ltd.
, and Pomerleau BC Inc.

The Fraser River Tunnel Project includes a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99.
The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separate active transportation corridor for cyclists and pedestrians.
​The project also includes replacing the Deas Slough Bridge and decommissioning of the existing tunnel once the new immersed tube tunnel is in operation.

Position Summary

The Finance Manager key responsibilities are:

• Develop and foster positive, long-term working relationships with Identified Indigenous Groups, ensuring collaboration and trust.
  
• Collaborate with Indigenous groups to identify opportunities for contracting, employment, and training, and ensure participation in key project aspects.
  
• Coordinate and facilitate cultural sensitivity and awareness training for project team members, contributing to an understanding of Indigenous cultures and building respectful workplace environments.
  
• Actively participate in meetings with Indigenous communities, government representatives, and project stakeholders.
  
• Engage with the identified Indigenous groups regarding consultation on project permitting and compliance, working with client representatives to address concerns and promote participation.
  
• Implement and update Indigenous construction monitoring efforts in collaboration with the Environmental Manager to ensure monitoring requirements are met in compliance with environmental standards.
  
• Oversee the day-to-day implementation of the Indigenous Engagement and Participation Plan and track the progress of the plan's goals.
  
• Provide strategic guidance on sustaining strong, respectful relationships with Indigenous peoples, communities, and organizations throughout the project lifecycle.
  
• Track and monitor concerns, needs, and aspirations identified by Indigenous communities, and work to resolve any issues while exploring opportunities for capacity building and mutually beneficial programs.
  
• Ensure consistent, accurate reporting on the status and impact of Indigenous engagement efforts and updates to the Indigenous Engagement and Participation Plan in collaboration with the Indigenous Groups.
  

Education and Qualifications

• A University degree in environmental sciences, Indigenous studies, community development, engineering, human sciences, sustainable development, or a related field.
  
• At least 5 years of recent experience in Indigenous Relations or similar roles, particularly in the context of major infrastructure projects.
  
• Demonstrated success in optimizing project design based on feedback from Indigenous nations or external stakeholders.
  
• Extensive experience with contracting, employment, and training initiatives tailored for Indigenous communities.
  
• Proven ability to build and sustain relationships with Indigenous groups in British Columbia, understanding their governance, culture, and traditions.
  
• Project management expertise in large-scale infrastructure construction projects and a track record of successfully working in procurement within this space.
  
• In-depth knowledge of BC First Nations' history, cultures, governance models, and key issues facing Indigenous communities.
  
• Strong communication skills, including the ability to listen and facilitate conflict resolution in sensitive situations.
  
• Highly organized with the ability to manage multiple priorities efficiently and work both independently and in interdisciplinary teams.
  
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and stakeholder management software.
  
• Flexibility and willingness to travel within British Columbia, including South Coast First Nation communities

Job Requirements

• Experience in using stakeholder management software.
  
• A strong understanding of the construction industry and its impact on Indigenous communities.

The expected salary range for this opportunity is $120,000-$140,000 CAD.
