The Evaluation Analyst supports analysis, evaluation, reporting and the delivery of program evaluation in MH&SUS within Fraser Health (FH).
This position also carries out reviews of related research and links evidence to the evaluation process; reviews and assesses impact on services and staff resources; prepares reports and provides evidence-based recommendations related to FH MH&SUS program and service delivery models.

This position applies expert knowledge to provide evidence-based reviews of service utilization, performance monitoring, quality analysis of health interventions, and data mining.
Supports the planning and development of data and reporting management tools by reviewing key clinical, administrative, and operational requirements designed to increase effectiveness, efficiency, accountability, and sustainability of MHSU services across Fraser Health.
Develops processes and guidelines for audit and evaluation management.
Works collaboratively with members of the MHSU evaluation team, other Fraser Health staff and MHSU leadership.

1. Supports evaluation planning, implementation and reporting of FH MHSU services and initiatives by actions such as data collection and analysis.
   
2. Works collaboratively with program managers, leadership, and teams to assess, determine and/or define required information to satisfy reporting requirements.
   
3. Designs a practical evaluation model that integrates monitoring, self-assessment, planning and evaluation of program or health services (process and outcome measures).
   
4. Develops evaluation plans by reviewing evidence-based literature, identifying key stakeholders, developing logic models, identifying meaningful key performance indicators for structure, process, and outcomes, developing the design and data collection methods, specifying data collection instruments.
   
5. Develops data analysis plans for both qualitative and quantitative data, resourcing, and timelines for implementation.
   
6. Functions, interacts, and collaborates as an active team member within MH&SUS to provide technical expertise, interpretation, advice, and recommendations to both internal and external stakeholders on data sources, data flow, data governance, and use of statistical analysis.
   
7. Utilizes various software tools to analyze, interpret, and conduct statistical analysis of complex internal and external databases.
   
8. Supports the development and maintenance of key metrics, standard performance indicators, balanced scorecards, and other interpretive reports on clinical measures and outcomes.
   
9. Identifies opportunities for process improvement; gathers information, assesses, identifies trends and recommends changes in project scope or performs corrective action where appropriate.
   
10. Verifies the accuracy, consistency and integrity of data and information; consults with MHSU leadership/staff to validate contents of reports and documents.
    
11. Supports development of information for decision making through preparation and collation of documents such as business plans, annual reports, summary documents, and provincial documents to support service planning and delivery.
    
12. Supports the development and implementation of quality improvement initiatives by performing activities such as researching, analysing, and compiling statistics to identify areas of concern and process improvements.
    

Bachelor's degree in Health Sciences, Social Sciences, Business or Public Administration, Information Studies, Statistics, or a related field plus one (1) to three (3) years' recent, related experience in evaluation/research/decision support in healthcare, public health, community health programs, acute care, or other health services, inclusive of experience with project management, program planning and evaluation, or an equivalent combination of education, training and/or experience.
Knowledge of Indigenous health approaches, protocols, traditions, and values is an asset.
