Job Summary:

The Director of CFS is responsible for the overall management of Child and Family Services, including Family Enhancement, Intervention Services, and Kinship/Foster Care to ATC's affiliated First Nation's communities. This role involves financial management, providing expert advice, and ensuring the delivery of quality services in line with new legislation and a family-centered approach.

The Director will provide expert specialized advice, consultation and delivery supports with various stakeholders. This position analyzes children's issues and trends as well as identifies and shares best practices from Alberta and other jurisdictions to help communities achieve quality services. The Director works in promoting practices in the field that enhance service quality and successful outcomes for children ensuring that the new relevant legislation is implemented, and that new service delivery model honors a cultural family-centered approach.

Duties and Responsibilities:

Administer, monitor, and evaluate the CFS program from a cultural lens.
Establish and implement program goals and objectives reflecting ATC's direction.
Assist in the positive implementation of community-based Child and Family Service programming.
Coordinate the development of program policies appropriate to First Nation cultural values.
Act as a liaison with Alberta's Children Services.
Perform duties under the Child, Youth and Family Enhancement Act, including appointing qualified individuals.
Deliver monthly reports to the COO, including TAPIS - Accountability measures.
Lead and/or participate in ATC CFS governance or sub-committees as directed.
Maintain relationships with other First Nation CFS programs in Treaty 8 and Alberta.
Promote the ATC CFS program through public relations and speaking engagements.
Organize and deliver CFS orientation to ATC First Nation Chief and Councils.
Lead negotiations of CFS Agreements under the COO's direction.
Work collaboratively with partnership ministries and community departments/resources.
Supervise CFS Supervisors and manage CFS teams.
Support supervisors and CFS team in case consultation and family enhancement strategies.
Handle calls from clients, kinship/foster families, and other agencies when necessary.
Ensure information on CFS legislation, policies, and amendments is current.
Prepare monthly program activity reports, including TAPIS reports and ATC CFS Audits.
Ensure Alberta Children's Services Information System and Active Cases are reviewed weekly.

Qualifications:

Bachelor of Social Work Degree with 5-7 years of experience, including 5 years of Alberta delegation, working with First Nation and/or Provincial Children's Services.
Diploma of Social Work with 7-10 years of related experience, including 5 years of Alberta delegation.
Registered with the Alberta College of Social Workers.
Knowledge and experience in strategic planning, legislation, and policy development.
In-depth knowledge of CFS issues, practices, and management.
Extensive knowledge of services to children, family dynamics, and sensitive family situations.
Knowledge of relevant Acts, Regulations, and Legislation.
Experience working with First Nation children, youth, families, and communities.
Expert knowledge of Provincial and Federal CFS Policies and Procedures.
Knowledge of conflict resolution mechanisms and the CFS appeal process.
Willingness to work on-call, evenings, and weekends.
Knowledge of the language and cultures of ATC's First Nations Members is an asset.
Ability to speak Dene or Cree is an asset.
