Medical Officers of the Commonwealth (MOCs) within the Staff Health team provide evidence-based clinical advice to support and facilitate health governance and health-related policies and programs on a range of ABF/Home Affairs staff health matters.

MOCs working in the Immigration team support the Government's health requirements for people seeking visas to travel to, or remain in Australia either for temporary or permanent stay. The operation of visa health requirements aims to protect the Australian community and health systems from potential risks to public health and health and community services expenditure.

MOCs working in the Detention team provide clinical advice and assurance on the management of health services to detainees. This includes assurance of service delivery provided by the Department's contracted health service provider and review of complex health cases and incidents.

Our ideal candidate

We are seeking applications from suitably qualified medical officers to be part of a clinical team that provides clinical advice to support and facilitate health governance and health-related policies and programs across all areas and functionality of the Department including detention, immigration programs, regional processing support, and ABF/Home Affairs staff health matters.

Duties and responsibilities

Provide timely, relevant, sensitive to context and evidence-based advice to the Chief Medical Officer and broader department, including for cases which are urgent, sensitive and/or high profile. This advice supports all departmental activities relating to migration health, detention health and staff health with stakeholders spanning policy, program and operational areas, Workplace Health and Safety, service providers, visa officers and visa applicants:

• Undertake Quality Assurance activities, including assisting in the desktop and onsite Clinical Audit program.
• Review processes and quality of work from a health perspective, based on analysis and interpretation of departmental data and the broader evidence base, to recommend and implement improvements.
• Conduct reviews of cases where visa applicants are found to have medical conditions that represent public health risk, incur a significant cost or prejudice the access of Australian citizens or permanent residents to health care and community services that are in short supply, resulting in refusal of their visa application.
• Monitor and analyse data and provide expert clinical advice to ensure that health policy development and program delivery effectively manage health risks.

Additional information

Role Requirements/Qualifications:

Mandatory:

• Must be registered, or eligible to be registered, as a medical practitioner under the relevant laws of Australia and maintain registration through ongoing professional development.

Highly desirable:

• Post graduate qualifications through a relevant speciality college (e. g. , the Royal Australian College of General Practitioners (RACGP), Royal Australasian College of Medical Administrators (RACMA), or Royal Australasian College of Physicians (RACP)).
• Qualifications and/or experience in occupational health and/or public health.
• Work experience as a medical officer in a government or regulatory setting.
• At least five years of clinical experience in the Australian Health system.

Eligibility

To be eligible for the position you must be an Australian Citizen.

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:

• ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
• Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
