Job Overview:

Here's your chance to step into the role of Manager Manpower Planning and Governance. In this position, you'll take on key responsibilities that include:

Manpower Planning:

Develop and execute the annual manpower plan in alignment with the organization's strategic objectives and approved budgets.
Analyze workforce trends, business forecasts, and operational requirements to determine current and future staffing needs.
Collaborate with business leaders to address department-specific workforce requirements and ensure seamless resource planning.
Continuously monitor workforce utilization and recommend adjustments to achieve efficiency and cost-effectiveness.
Governance of Manpower Budget and Implementation:

Oversee the preparation, monitoring, and governance of the manpower budget to ensure alignment with financial constraints and strategic priorities.
Ensure all hiring, promotions, and transfers adhere to approved manpower budgets and policies.
Track and report variances between the approved manpower budget and actual staffing costs, providing recommendations for corrective actions.
Work closely with Finance to align budgetary controls with workforce planning processes.
Ensure the effective implementation of manpower plans, tracking progress and addressing roadblocks to meet organizational goals.
Resource Allocation and Workforce Governance:

Manage the allocation of workforce resources across departments to meet operational and project needs effectively.
Establish and enforce governance frameworks to oversee workforce changes such as hiring, transfers, and organizational restructuring.
Regularly review and update manpower policies to reflect organizational needs and industry best practices.
Data Analysis and Reporting:

Conduct comprehensive workforce analysis and generate regular reports on headcount, productivity, and key workforce metrics for management review.
Develop and maintain dashboards and tools to provide actionable insights into workforce trends, risks, and budget adherence.
Track and report on discrepancies between planned and actual staffing levels, providing data-driven recommendations for improvement.
Policy Compliance and Risk Management:

Ensure compliance with organizational policies, manpower budgets, and labor laws.
Conduct periodic audits of workforce data and governance processes to identify and resolve discrepancies or risks.
Proactively identify and mitigate risks associated with workforce management, including budget overruns and non-compliance.
Stakeholder Engagement:

Partner with HR Business Partners, Finance, and department leaders to align manpower planning and governance processes with organizational goals.
Serve as a key point of contact for manpower-related queries and provide expert guidance to leadership and teams.
About you:

Bachelor's degree in human resources, Business Administration, or a related field.
Minimum of 5-7 years of progressive HR experience. Proven track record in workforce strategy implementation and manpower budget management.
Strong expertise in workforce planning, manpower budgeting, and governance frameworks.
Advanced analytical skills, including proficiency in workforce data analysis, forecasting, and reporting tools.
In-depth knowledge of HR policies, labor laws, and compliance requirements.
Excellent collaboration and communication skills for engaging with diverse stakeholders.
Proficiency in HR systems, workforce planning tools, and financial systems for budgeting and tracking.
