Job Summary: We are seeking a highly skilled HSE Officer to join our project teams for offshore operations in Abu Dhabi. The successful candidate will be responsible for implementing and continuously monitoring HSE management systems, conducting comprehensive risk assessments, and ensuring the safety and environmental protection of operational facilities. This role will ensure compliance with client HSE standards, local regulations, and international best practices. As an HSE Officer, you will support our company's commitment to a zero-incident safety culture and ensure full regulatory compliance across all operations.

Key Responsibilities:

• HSE Management System Implementation:
  • Implement and monitor HSE systems and safety protocols for offshore operations in line with client standards and regulatory requirements.
  • Ensure compliance with local and international safety and environmental regulations, including OSHA, ISO 45001, ISO 14001, and client-specific policies.
• Risk Assessment & Mitigation:
  • Lead Job Hazard Analysis (JHA), Risk Assessments (RA), and Method Statements (MS) for offshore operations.
  • Proactively identify operational risks and environmental hazards and recommend mitigation strategies.
• Safety Audits & Inspections:
  • Conduct safety audits and inspections on offshore platforms, rigs, and other facilities to ensure adherence to safety standards.
  • Address and resolve non-conformities, unsafe practices, and potential risks.
• Incident Reporting & Investigation:
  • Ensure all incidents, near misses, and unsafe conditions are reported, investigated, and documented.
  • Lead root cause analysis and corrective actions to prevent recurrence.
• Safety Awareness & Training:
  • Develop and deliver HSE training programs for offshore personnel.
  • Conduct daily safety briefings, toolbox talks, and emergency response drills.
• Environmental Protection & Compliance:
  • Monitor offshore activities to ensure compliance with environmental regulations, focusing on waste management, oil spill prevention, and conservation.
  • Minimize environmental impact through proactive monitoring and proper waste disposal.
• Emergency Response & Preparedness:
  • Coordinate emergency response procedures, including fire drills, evacuation plans, and oil spill response plans.
  • Ensure offshore teams are familiar with emergency evacuation plans and safety equipment.
• Reporting & Documentation:
  • Maintain accurate records of HSE activities, safety inspections, audits, and training sessions.
  • Prepare and submit regular HSE performance reports to management and clients.

Required Qualifications:

• Education:
  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • NEBOSH International General Certificate or equivalent safety certification.
• Experience:
  • Minimum of 5 years of HSE experience, with at least 3 years in oil and gas operations.

Key Skills & Competencies:

• In-depth knowledge of HSE regulations for the offshore projects and operational environments.
• Proficient in conducting risk assessments, audits, and incident investigations.
• Strong understanding of environmental regulations, including waste management and oil spill prevention.
• Excellent written and verbal communication skills in English (Arabic language skills are a plus).
• Strong leadership and team coordination skills, with the ability to manage and motivate offshore teams to adhere to safety practices.
• Strong understanding of offshore industry-specific HSE regulations and client-specific HSE requirements.

Certifications (Preferred):

• ISO 45001 or ISO 14001 Lead Auditor certification.
• BOSIET (Basic Offshore Safety Induction and Emergency Training) certification.
• First Aid and Fire Safety certifications.

Working Conditions:

• Offshore work on rotation schedules.
• 15 days paid leave and round-trip flight tickets provided for each completed work quarter.
• Extended working hours may be required during critical project phases.
• Comfortable with living and working in offshore conditions, including rig platforms or offshore vessels.
